Evaluation and Measurement of Online Courses

Rationale

This period of uncertainty, where schools have transitioned to online methods of learning, is a perfect time to discuss evaluation and measurement of online courses. What should be taken into consideration when evaluating online courses?  Should quantitative or qualitative evaluation be used to access learner or instructor performance, learning outcomes, or the process? 
The seminar seeks to shed light on the challenges and trends involved in evaluating online courses and share the practical tools available.

The seminar is composed of four 90 minute sessions (from 7:00 pm to 8:30 pm Israel time).

Lecturers

Prof. Chen Schechter, Head of the  MOFET Institute
Chen Schechter, Full Professor, Leadership, Organizational Development and Policy in Education. Aiming to integrate theory with empirical evidence and practice, his research areas include reform implementation, educational change, professional learning communities, organizational learning, collaborative learning from success, educational leadership, leadership development, and systems thinking for school leaders. Prof. Schechter earned his Ph.D. in K12 Educational Administration and Leadership from The Ohio State University.
 
Dr. Sara Ziv, Head of MOFET’s International Channel
Dr. Ziv holds a Ph.D. in Practicum in Teacher Education from The Hebrew University of Jerusalem​ and a second Ph.D. in Hebrew Literature from The Center for Yiddish Studies at the Bar Ilan University​.
She is the founder of The MOFET Institute. From 1992 until 2007, she served as Director of the Department of Teacher Education at the Israel’s Ministry of Education​. She was formerly an elementary and high-school teacher as well as a coordinator of elementary school education at a college of education in Israel. ​
Her fields of expertise include teacher education, training of teacher educators (induction), and planning and advancing system-wide programs in teacher education and in the training of teacher educators.

Dr. Nellie Deutsch (Ed.D) is an education technology relationship-based mentor to educators worldwide. Nellie has been teaching English in high school and at the college level for 40 years and integrating technology into face-to-face programs since 1992. She organizes free online events such as Moodle & Virtual World MOOCs, online conferences (Connecting Online and Moodle MOOTs). She integrates Mindfulness wit team-based peer learning, supporting learner autonomy & integrating technologies such as Moodle, Jitsi, ZOOM, Screencast-o-matic, Padlet, Wakelet, and google drive to promote active learning and learning by teaching.

Ludmila Smirnova, Ph. D., is widely recognized for her leadership in applying emerging educational technologies to teaching. She served as a key designer and facilitator of Moodle for Teachers workshops at IT4ALL and conducting collaborative projects globally. As Professor of Education at Mount Saint Mary College in Newburgh, N.Y. since 2001, she regularly teaches courses in Curricular Planning, Methods of Teaching and Teaching with Technology. She is a certified Smart Board trainer, ThingLink, Voicethread Certified Educator. Previously she was professor of education at Volgograd State Pedagogical University (Russia), as well as she served as Dean of the School of Foreign Languages. She also supervised Masters and Ph. D dissertations in Linguistics and Pedagogy. Her publications include books, chapters, papers and conference presentations world-wide. She currently serves in the Editorial Board of the Philological Sciences journal at Moscow State University of the International Relationships and in the Executive Board of AACE/ edMedia conference. Her favorite digital tools in engaging students in active learning are Hyperdocs, PearDeck, ThingLink, Voicethread, FlipGrid, Screencastify and Google Suite tools.

Dr. Ramesh Sharma teaches Instructional Design at Ambedkar University Delhi, India. Earlier he has taught Educational Technology and Learning Resources at Wawasan Open University, Malaysia. He is an expert in open and distance and technology mediated learning and has served as a visiting Professor at Universidade do Estado da Bahia, UNEB, Salvador, Bahia, Brazil, visiting Professor at University of Fiji, Fiji, Commonwealth of Learning as Director of the Commonwealth Educational Media Centre for Asia, New Delhi, Regional Director of Indira Gandhi National Open University, India and Director of Distance Education at University of Guyana, Guyana, South America. He is the editor of Asian Journal of Distance Education

Ebba Ossiannilsson, Professor, Dr. Consultant, Expert, Influencer and Quality Assessor in the field of open online learning, OER, MOOC. She is an advocate and promotes and improves open and online learning in the context of SDG4. She is on the Executive Committee both for and ICDE and EDEN. She works as an international quality assessor for ITC/ILO, EADTU and ICDE, ISO, ITC/ILO. She chairs the ICDE OER Advocacy Committee. She was research director for the Quality ICDE Standards Study 2014/15, and Researcher for the Blended Learning: State of the nation 2017. She received the title EDEN Fellow 2014, the EDEN Council of Fellows 2018 and the Open Education Europa Fellow 2015. She is a member of the Ed Board for several scientific journals, as well as Guest Ed for two Special Issues. She is regularly keynote speaker in conferences. At the national level she is VP in SADE and REK, and works with Swedish Standard Institute.

In this session Dr. Nelile Deutsch and Prof. Ludmila Smirnova will present examples of learner performance reports such as Moodle tracking systems (attendance and engagement). They will also discuss challenges and trends involved in evaluating and measuring online courses.

In this panel, four leading experts in the field of remote teaching and learning will share their perspectives on the evaluation of online courses.
Dr. Nellie Deutsch (Canada) will share her perspectives on supporting learner autonomy and self-regulated learning and Learning Analytics (LA) and learner “feedback” (instructor and learner) via videos for online course evaluations.
Prof. Ludmila Smirnova (USA) will present her perspectives on the role of the “Quality Matters” standards in evaluating the online courses and training faculty according to QM Standards – Surveys, Checklists, Rubrics, and training courses.
Dr. Ramesh Sharma (India) will focus on the meaning and the design of Rubrics for Evaluation of Online Courses and their use with a LMS, Online polling, and Rubric Creation Tools. 
Prof. Ebba Ossiannilsson (Sweden) will discuss the value chain of online learning programs from the learners’ Perspectives: learning to become – Benchmarking, Impact, Rubrics, and Guidelines.

Dr. Nellie Deutsch and Prof. Ludmila Smirnova will discuss qualitative and quantitative approaches to online evaluation. Participants will be able to try out some practical tools such as Learning Analytics (LA) available on Moodle to measure, understand, and support self-regulated learning and other tools on how to evaluate both qualitative and quantitative approaches to online evaluations.
